01 Summary

GOAL: Foster youth civic engagement and participatory governance through the co-design of a multi-country youth manifesto.

02 Strategy

Youth participants will work together to transform local insights from the Forums into actionable policy recommendations addressing youth participation, social inclusion, gender equality, and environmental governance.
There will be online consultations and writing labs that promote transnational cooperation, peer learning, and intercultural dialogue, fostering a sense of shared ownership over the Manifesto.

03 Key Actions

Local Youth Forums: Promoting Youth Participation in Decision-Making: Local Youth Forum organized in each of the five partner countries Italy, Austria, Tanzania, Uganda, and Kenya engaging a total of 80 participants (for a total number of 400 young participants). A Local Youth Forum will be organized (in person) in each of the countries involved and will aim at collecting ideas and recommendations proposed by local youth, and addressing Local Authorities, on how to foster youth engagement in decisional processes.
Online co-design sessions involving 20 young people per country : Following the Local Forums, the youth delegates will participate in four online Co-Design Labs aimed at collaboratively drafting the Youth Manifesto for Participatory Governance.
National Presentation Events: Launch of the Youth Manifesto: National events to present the Manifesto to relevant Local Authorities and Institutions.

04 Impacts

The youth will present the Manifesto’s recommendations, advocate for youth inclusion in governance structures, and initiate dialogue between young citizens and institutions.
In Kenya, the event led by OAY will particularly engage youth organizations, local assemblies, and representatives from key ministries
The event will emphasize how youth perspectives can be integrated into policy development and implementation at local and national levels
Following the launch, the Manifesto will also inform OAY’s youth-led civic engagement around 2027 elections in Kenya through advocacy for prioritization of youth vision for Kenya’s Green Sustainability Agenda. The engagements will inform post 2027 engagements and inform advocacy around the enabling investment environment in green and digital economy, County Integrated Development Plan (CIDP) and Medium Term Plan (MTP).
